UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a latest poll of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of councils are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of public land and open spaces to support their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of authorities attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would focus on service redesigns and utilising financial reserves to weather increasing financial challenges.”

Specific Examples of Planned Disposals

One local authority in southeast England said its asset disposal plan featured the disposal of a shopping centre in Rainham and a community venue in another town to raise £20m over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Wider Financial Pressures

The survey of local authorities in the coalition, which includes several urban centers, also found that more than 70% of councils will need to raise council taxes next April to cover the rising cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these take time to achieve both improved services and financial savings,” stated a council leader.

He continued: “There are demographic pressures which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Trends and Projections

Research of county councils this week further found local finances being strained by the growing number of young people and older individuals needing Send support.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (IMD) for English councils, many participating urban areas were included in the most disadvantaged in England.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the 2025 deprivation indices,” said the study.

“While only a single urban area is in the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of challenges confronting municipal officials across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that accounts for and addresses the actual extent of deprivation and need,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
